This seems to be a distinctly 21st-Century / social-media view: that anything other than fullthroated condemnation of an evil is condonation of it. That “silence is complicity,” as the woke say.
But there’s nothing inconsistent about thinking that murderers and rapists should be punished, but not summarily executed, and silence is not complicity.
There’s something ominously authoritarian about this view that if you didn’t like something you would costlessly signal your dislike of it; that your failure to send this costless signal is proof that you support the thing. It is reminiscent of Havel’s Greengrocer. When silence is viewed as complicity, does shouting the party slogan signal belief in the slogan, or does it convey the message of Havel’s greengrocer who, by posting in his shop window a sign saying “Workers of the world, unite!” is saying:
